The role of ITs has changed greatly over time. Information systems are not to be considered as cost centers, but rather as proactive organizational actors, initiating innovation and optimization of activities. That being said, these systems cannot create value on their own: the users will have to determine what value can be generated by the project (practical value) and, consequently, managers will have to choose a method allowing for an increased and efficient ownership of the tool.

During the latest SNDGCT (Syndicat National des Directeurs Généraux des Collectivité Territoriales, France) National Congress, Daniel Milagre, manager at VOIRIN Consultants, prepared an “E-Administration White Paper” defining the conditions of an e-administration strategy, which should precede the reliable and secure implementation of tools in order to provide a real opportunity to modify behavior and use while reducing cost.

Report: Towards the dematerialization of billing (French)

 

An alarming report recently indicated that in any company, every employee consumes on average between 50 and 75kg of paper each year. Yet, starting in 2003, 42% of people already used a computer at the workplace, 76% in management positions.
The coming of age of computer and Internet witnesses a great number of companies having modified their habits in order to adapt to new communication and information transmission channels. Amongst these new habits, document management has strongly evolved over time and a new managerial sub-discipline–Enterprise Content Management (ECM)–is now occupying a transversal place covering trade-related processes and creating an important flux of paper.

 

Although the tendency seems to be pointing towards gains in the reduction of paper consumption, we are now far from an organization where paper is minimized altogether. Nevertheless, the use of dematerialized electronic documents is gaining ground thanks to constant efforts in the improvement of productivity. Progress can be easily observed in certain functions, notably, online banking or email billing.

In face of the daily requirements of the financial industry, migration towards an ECM presents non-negligible advantages in terms of scale economies and notable benefits: cost reduction, productivity gains and environmental benefits. Moreover, the evolution towards new policy norms will most certainly increase the reliance on electronic billing.

Report: Change and the organization

 

We now spent the vast majority of our time at the center of organization or social systems: family, school, companies, associations, public services…change is an inherent component in the life of these organizations in which we live and act. It is a quasi-natural process. Examining the etymology of the word ‘change’, it sends us back to the latin ‘cambiare’, whose sense is mostly economic and brings us back to the idea of barter: to yield one thing for another. We are far from the idea of upheaval.

 

Hence, why is change such a focal point in the life of our organizations? Technical progress, globalization, new communication means, evolution in social life, all these constitute parts to a more complex answer.
